SRC Membership


State Rehabilitation Council (SRC) members are appointed by the Governor and serve three year, staggered terms. According to federal law, members on the SRC must represent various communities that work with the Department of Rehabilitation. Each year, the SRC chooses new officers for the new Federal Fiscal Year, beginning October 1 - September 30.

Ivan Guillen

Ivan has been Client Assistance Program Advocate at Disability Rights California since 2005. He was Qualified Mental Health Professional at New Alternatives Inc. from 2004 to 2005. Ivan was a Caregiver at Genesis Developmental Services from 2002 to 2004.

Kim Rutledge

Kim has been Director of the California Department of Rehabilitation since 2025, where she was Deputy Director of Legislation and Communications from 2022 to 2025. She held several positions at the California Department of Social Services from 2016 to 2022, including Chief of the Adult Programs Policy and Quality Assurance Branch and Adult Protective Services Program Liaison. Kim held several positions at United Domestic Workers of America, AFSCME Local 3930 between 2012 and 2016, including Budget and Policy Analyst and Assistant Legislative Director. She was an Independent Policy Consultant at the County Welfare Directors Association of California from 2011 to 2012. Kim was a Sweeney Graduate Intern on Disability Policy at the National Academy of Social Insurance in 2011. She was a Graduate Policy Intern at the Disability Community Resource Center from 2010 to 2011. Kim was a News Copy Editor at the Sacramento Bee from 2005 to 2009. She is a member of the National Academy of Social Insurance. Kim earned a Master of Social Welfare degree from the University of California, Los Angeles and a Bachelor of Journalism degree from the University of Missouri, Columbia.

Theresa Comstock

Theresa is the Executive Director for CA Association of Local Behavioral Health Boards & Commissions, where she previously served as President. Theresa was an associate at Complex Property Tax Specialists from 2009 to 2016. She was an office manager at Hope Episcopal Church and at St. Michael's Day School from 2007 to 2008. Theresa was an office manager at Performance Packaging from 1996 to 1998 and a sales representative at Nikon Inc. from 1994 to 1995. She was software applications manager at Focused Imaging Technologies Inc. from 1992 to 1994.

La Trena has been a Medical Social Worker III at Kaiser Permanente since 2009 and is an Executive Board member of Service Employees International Union-United Healthcare Workers.

Yuki Nagasawa

Yuki has been a Senior Vocational Rehabilitation Counselor at the California Department of Rehabilitation since 2009. She was an English Language Program Departmental Assistant at California State University, Los Angeles from 2007 to 2009. Nagasawa earned a Master of Science degree in Rehabilitation Counseling, a Master of Arts degree in Musicology, and a Master of Music degree in Piano Performance from California State University, Los Angeles. She earned a Bachelor of Music degree in Piano Performance from the Osaka College of Music.

Hilary Lentini

Hilary is founder and owner of Lentini Design and Marketing Inc. (LDM), a full-service branding and marketing firm. LDM works with established businesses, public sector entities and non-profits to shape their brand visuals, messaging, and digital presence via website, design and development, digital advertising, and email campaigns. Hilary was appointed by Governor Brown to represent the small business perspective on the CWDB in 2018. Hilary is the Past President of the National Association of Women Business Owners Los Angeles Chapter (NAWBO-LA), and Past President of the National Association of Women Business Owners California Chapter (NAWBO-CA). Hilary is passionate about supporting women in leadership and works to open doors of opportunity for women business owners throughout the state.

Shannon Coe

Shannon has been a Community Parent at WarmLine Family Resource Center since 2018. She was a Program Coordinator at the California Foundation for Independent Living Centers from 2011 to 2015. Shannon was a Consultant at Humanity & Inclusion in 2009. She was an Urban Youth Development Worker for the U.S. Peace Corps from 2004 to 2006. Shannon was a Mentor at the Youth Empowerment Project in 2003. She was Acting Program Coordinator at Fulfillment Fund Teen Access Program from 2002 to 2003. Shannon is a member of the State Independent Living Council. She earned a Master of Public Administration degree in International Management from the Middlebury Institute of International Studies and a Bachelor of Arts degree in Mass Communications from the University of California, Berkeley.

Gregory has been a Work-Based Learning Specialist at the Napa Valley Unified School District since 2018. He was a Job Placement Specialist at the Napa Valley Unified School District from 2015 to 2018. Gregory is a member of WorkAbility1. He earned a Bachelor of Arts degree in Interdisciplinary Studies from Western Oregon University.

Michelle Bello

Michelle has been an Education Programs Consultant at the California Department of Education since 2021. She was a Principal at Lodi Unified School District from 2018 to 2021. Bello was a Vice Principal II at Stockton Unified School District from 2015 to 2018. She was a Teacher at Stockton Unified School District from 2004 to 2015. Michelle is a member of the Association of Filipino Americans in Education and Phi Delta Kappa, University of the Pacific Chapter. She earned a Master of Education degree in Educational Inquiry from Teacher’s College of San Joaquin and a Bachelor of Arts in Education from California State University, Stanislaus.
